The 38th President of the United States, Gerald Ford, succeeded Richard Nixon after the latter's resignation in 1974. Ford, in turn, was succeeded by Jimmy Carter, who opened his 1977 inaugural address by praising the outgoing President, saying, "For myself and for our Nation, I want to thank my predecessor for all he has done to heal our land." Like Presidents Carter, George H. W. Bush, and Clinton, Ford was an honorary co-chair of the Council for Excellence in Government, a group dedicated to excellence in government performance, which provides leadership training to top federal employees.
