Clark was an American attorney, government official, and union official, who served on the Interstate Commerce Commission from 1906 to 1921, and was its chairman during 1913–1914 and 1918–1921. OCLC locates only two copies of this work. Rare.

Bonsal was in the foreign service in Madrid at the time, then transferred to ambassadorial duties in South America, eventually becoming US ambassador to a number of South American countries, and the last ambassador to Cuba.
